DevcertList has been updated to version 1.2
I have seen a number of people getting "Constrained by certificate" errors and say they are absolutly sure they transcribed the IMEI correctly. To fix this I have updated DevCertList to check for IMEI's that are invalid and also IMEI's that have the wrong length.
The 3GPP specification outlines the checksum digit calculation to make sure the IMEI is valid.

Can you email me the devcert to test, it should have flagged an error as the length is wrong.

It seems that Samsung devices have 17 digits IMEIs (IMEISV ?)

You can use the SDK tool signsis to display the IMEIs from a signed sis:
%EPOCROOT%\tools\signsis -op SisFileToDisplay.sisx
In the X509v3 extensions are the IMEI numbers.
A online checksum generator is here: www.numberingplans.com

Thanks that's a great tool.
I always have my last IMEI in list formed by two concatenated IMEI but my cer is working
