Unfortunately  there simple answer to this question as a lot depends on the type of application you are seeking to create. There are numerous possible development environments for mobile such as S60, J2ME, FlashLite, Python, Widsets, WRT, to name but a few. If your looking for a quick start for an educational project then I would recommend you look at Python . However, all the environments are covered in the WiKi so that would be the best place to start.
